ASTM is short for ASTM International. Originally the organization was called the American Society for Testing and Materials and that is what it's standards are about. How to test matericals and the standards that must be met.
The UMD Library has electronic access to the current ASTM (and redline) standards. You need to be a current student, faculty, or staff in order to access the ASTM standards from outside the library. When you get to the IHS Main Menu page, click on "IHS Standards Expert". When you get to the next page, you can type in keywords or the standard number, but make sure that you click on the box that says "My Subscription". Once you get your list of standards or appropriate standard, click on "view" or the standard number. The next screen to pop up is the copyright screen, please read and then if you accept the conditions, continue to the next screen which will be the standard.
The UMD Library has some several sets of the annual standards. The call number of the most recent is TA401 .A653 2004 and the earlier editions have a call number of TA368 .A653.
